WABA's DHE involves education and capacity-building programs for grassroots women groups and some men, women business cooperatives, District Assembly members and members of parliament, particularly the Women Caucus. The program has a civic engagement and media awareness component which seeks to promote national policy and legal reforms through national policy dialogue and to empower women to participate meaningfully in leadership positions and the decision-making process that affects their families and communities.
